Trump last month ordered a drone strike that killed Iranian military commander Qassem Soleimani at the airport in Baghdad, but did not inform Congress until afterward. On Wednesday, the president threatened to veto the War Powers Resolution, claiming it would leave his hands "tied".

The resolution was adopted on a 55-45 vote and next goes to the Democratic-led House, where it's expected to be approved.

The House has already voted on a similar resolution, passing it with bipartisan votes in the wake of the administration's targeted killing last month in Iraq with a USA drone of Tehran's top military commander, Qassem Soleimani.

Iran retaliated by launching missiles against two United States bases in Iraq.

Since Democrats ignited the impeachment inquiry in September 2019, the Trump campaign and RNC say they've gained more than 1 million new digital and direct mail donors, the AP reported.

While warning of dire consequences of an escalating conflict with Iran, Kaine said his main point was to restore the authority of Congress to declare war, as spelled out in the US Constitution.

The administration said the killing, which occurred in Iraq, was covered under previous authorizations for the use of military force that Congress passed after the September 11, 2001, attacks. He revised it with help from a group of Republicans to gain their support and filed an updated resolution days later.

Kaine said at minimum, service members deserve a debate on whether the USA should enter into new wars.

Senate Democrats cast the measure as a check against the president to ensure he does not "bumble" the country into an "endless war". The two senators said the explanation from officials, including Secretary of State Michael Pompeo, was inadequate and condescending.
