Russia, US restore Syria 'deconfliction' channel

And a member of the rebel delegation to the talks said the opposition was "recording violations of the deal committed by the regime and its militias".

The Syrian military have so far not commented on the issue.

A rebel commander confirmed that fighting had broken out after midnight, Reuters reports. The plan also proposes the deployment of "third-party" monitoring forces. Turkey, which supports rebel groups, also agreed to act as a guarantor.

"The bombardment has not stopped, it is no different from before", he said.

Iran and Turkey agreed on Thursday to a Russian proposal to establish four separate de-escalation zones in Syria for at least six months, according to a text detailing the agreement published by the Russian foreign ministry on Saturday.

Rudskoi also told reporters that Russian Federation wanted to restore an agreement with the United States to coordinate air operations over Syria and reduce the risk of aircraft colliding.

Weaponry and air strikes are to be banned within the zones - while no-fly zones will be introduced in the airspace overhead. The Syrian government has said that although it will abide by the agreement, it would continue fighting "terrorism" wherever it exists, parlance for most armed rebel groups fighting government troops.

It builds on a ceasefire agreed between Russian Federation and Turkey last December that reduced violence for a period but gradually fell apart.

China ready to boost financial cooperation with Belt and Road participants
While some see Beijing's project as a geopolitical power-play, Xi has insisted that the Belt and Road is open to everybody. The TPP, touted by the previous U.S. administration of President Barack Obama, has effectively been killed by Trump.

The memorandum of understanding between the two countries was suspended by Russian Federation last month after the US launched a retaliatory missile strike on a Syrian military airfield.

It is not clear how the cease-fire or "de-escalation zones" will be enforced in areas still to be determined in maps to emerge a month from now.

It was reached in Astana during another round of negotiations to shore up a faltering truce deal brokered in December.

The U.S. military said in a statement that Gen. Joseph Dunford, the Chairman of the U.S. Joint Chiefs of Staff, spoke Saturday with General Valery Gerasimov, the Russian Federation Chief of General Staff about the recent Astana agreement and affirmed their commitment to de-conflicting operations in Syria. U.N. Secretary-General Antonio Guterres said he was encouraged by the agreement. US officials have given the deal a guarded welcome and have followed up its signing with several phone calls with Russian Federation.

The agreement covers four main battlegrounds between the government and non-jihadist rebels - the northwestern province of Idlib, parts of Homs province in the centre, the south, and the opposition enclave of Eastern Ghouta near Damascus.

The guarantor states committed to take all the necessary measures to continue fighting Daesh (ISIL or ISIS), Jabhat Fatah al-Sham (formerly known as al-Nusra Front) and other terrorist groups both within and beyond the de-escalation zones.
