The UK's former Secretary of State Boris Johnson has started his election campaign for the post of the Conservative Party's leader and the Prime Minister.

Johnson hopes to win over Brexit supporters by promising to leave on October 31 deal or no deal - a pitch that might win him support in his leadership bid, but one which also worries pro-EU lawmakers who have launched an attempt to stop any future government from leaving without a deal.

"It is only responsible to prepare vigorously and seriously for no-deal", he said.

"I think what most people want us to focus on in this campaign, if I may say so, is what we can do for them and what our plans are for this great country of ours", he said. "I will hit the ground running and engage in friendliest possible way with friends across channel".

Starmer said MPs were forced to act because of suggestions from leadership candidates including Boris Johnson and Dominic Raab that the United Kingdom will leave - come what may - on 31 October, with Raab even suggesting he would be prepared to prorogue parliament to stop MPs efforts to thwart no deal.

"I think if we now block it, collectively as parliamentarians we will reap the whirlwind and we will face mortal retribution from the electorate".

"It is now time to end the debilitating uncertainty", Johnson said.

Opening the debate, Starmer said, if passed, MPs could use 25 June, to "set out a schedule for the stages of a parliamentary bill relating to our departure from the EU".

However, opposition parties backed by some Conservatives are putting forward a motion in parliament's lower House of Commons to seek to block any attempt to leave the European Union with no deal.

However he rejected past charges of untrustworthiness levelled at him by colleagues and rivals.

Labour described the defeat as "disappointing" and said it would not stop trying to block a no deal.

"Any Tory (Conservative) leadership candidate should know that parliament will continue to fight against no deal".

"Let me be clear: I am not aiming for a no-deal outcome".

Tory MPs who have said they will back the plan include Antoinette Sandbach, Dominic Grieve, Sam Gyimah, Jonathan Djanogly and the ex-Conservative Nick Boles, who has flown back to the United Kingdom specifically to vote on the motion.
