But now, such hopes have been dashed, he said, while citing worries that enhanced police patrols in Lan Kwai Fong may only make clashes more certain.

Despite the troubled Hong Kong economy, the city's financial markets are largely holding up.

But Halloween masks are not covered under the ban, which will make it hard for police to tell the difference between a protester and an ordinary reveler.

Police have banned the march and said they would close roads including the sloping Lan Kwai Fong strip itself, from early afternoon until Friday morning to "facilitate the public celebrating".

Hong Kong's High Court granted a temporary order banning anyone from spreading online messages inciting or encouraging violence, according to local broadcaster RTHK.

Tear gas was sacked in multiple locations Thursday evening, including near a popular nightclub district where thousands of protesters had gatecrashed Halloween celebrations.

Activists were marking two months since police were filmed beating protesters in Prince Edward subway station, one of multiple incidents this summer that have fanned hostility towards the force. Once that is achieved, the HKSAR government will work with relevant organizations to carry out promotional work and other measures to rebuild global confidence in Hong Kong, she said.

In Thursday's statement, the Hong Kong government pinned the contraction on weak demand - both inside and outside the city.

The document gave no further details and it wasn't clear whether that indicated an intention to pass new laws in mainland China or in Hong Kong, which has a separate legal system under its own constitution.
