Governor Newsom Eases Reopening Requirements

Newsom says first responders will be first victims of state budget deficits

Newsom said counties will soon be able to allow shopping in stores and hair salons to reopen. The latter will ensure small counties don't get penalized for just one or two extra hospitalizations.

Governor Gavin Newsom said that his sports without fans could resume in California in the "first week or so of June".

"We recognize the conditions across the state are unique and distinctive depending where you are", Newsom said. The original standard, announced by the state Department of Public Health less than two weeks ago, was criticized by many California's urban counties, whose leaders argued that even a single fatal case would block them from moving deeper into the second stage of reopening rules crafted by the Newsom administration.

Newsom's comments Monday came during an announcement in which he outlined criteria for allowing most of the state's 58 counties to begin allowing dining in restaurants and other services.

Tropical Storm Arthur hits North Carolina coast with rain
While the worst of the weather stayed just offshore, strong winds and heavy rain still made their impacts through much of the day. Arthur was this morning 627 miles west-northwest of Bermuda and moving north-northeast at 16mph with 52mph winds and 63mph gusts.

As of Monday, California has confirmed almost 80,000 cases of the novel coronavirus with some 3,261 deaths.

Instead, counties must have no more than 25 cases per 100,000 residents - or a positive rate among coronavirus tests of 8 percent or lower. They also must have no higher than a 5% increase in hospitalizations over a 7-day period or fewer than 20 hospitalizations total over 14 days. "This has impacted every state in America".

Professional sports leagues have ground to a halt due to the coronavirus pandemic, and all three states are considering how to bring games back as they navigate phased reopenings of their economies.

While Texas has been on a path toward reopening for some time, the change in attitude in California and NY, two of the most restrictive states in the country, can likely be attributed to financial fears.
