New US memo highlights gaps in intelligence reports on Russian bounties

Officials told the Times that the timing and timeliness of the memo, which is said to contain no new details, implies it was meant to strengthen the administration's effort to prevent it from remaining silent on the information. Multiple former national security officials told the paper that the memo's depiction suggested that it may have been swayed by political intentions.

The memo says the CIA and the National Counterterrorism Center had assessed with "average confidence" that a unit of the Russian military intelligence agency GRU offered the goods, two of the officials informed about the content of the memo.
