TRAVEL BUBBLE: First flights from NZ to land in Australia today

Travellers from New Zealand on "no-quarantine" flights will be able to go to New South Wales, the Australian Capital Territory and the Northern Territory without having to undergo quarantine upon arrival, the authorities said.

Victoria's Department of Health and Human Services has hit out the Morrison government after 17 travellers from New Zealand entered NSW and transferred to Melbourne.

Hundreds of kiwis are expected to arrive in Sydney on three flights on Friday, with the first Air New Zealand flight scheduled to arrive at 12.20pm.

New South Wales Premier Gladys Berejiklian said she hoped New Zealand would loosen restrictions on people arriving from Australia soon.

The state of Victoria is not part of that arrangement and interstate travel still requires a mandatory 14-day quarantine at the point of arrival in the country, the website states.

"It is an important first step in bringing back global travel, and we hope that Prime Minister (Jacinda) Ardern returns the favour in the near future", said Ms Berejiklian, referring to the New Zealand leader.

"The Victorian government has made it clear to the Commonwealth that we expect NZ passengers who have not undertaken quarantine will not be permitted to board flights in Sydney bound for Melbourne".

"We have not welcomed worldwide travellers to Sydney in months that have not had to come through customs and go straight on to buses to a hotel to quarantine", he added.

"There are half a million Kiwis living in Australia, and we know people reuniting is an important motivator for travel", he told News Corp Australia on Friday.

Victoria has not accepted any worldwide arrivals since early July.

Passengers were required to complete a health declaration, confirming they had only been in New Zealand in the past 14 days, and a health screening upon landing in Sydney.

Australian Health Minister Brad Hazzard said all passengers arriving from New Zealand would be kept separate from other arrivals in the airport.

The 17 passengers arrived in Sydney yesterday on the first day of the Trans-Tasman travel bubble.

Border Force refused to comment on the matter, directing The Age and Sydney Morning Herald to state authorities.

Mr Andrews said the passengers left the airport "within minutes".

Victoria state has suffered a surge in cases.
