Disneyland unions tell California governor resort can be reopened safely

Outdoor arenas will be allowed to resume operations in the orange tier at 20% capacity, and 25% capacity in the yellow tier, Ghaly said.

Ghaly noted that many states across the US are experiencing a new wave of coronavirus cases, but that California isn't now facing an increase.

This is the state's lowest risk level and is when the county has less than one new daily new case per 100,000 people on a seven-day rolling average and a positivity rate of less than 2 percent.

Disney has attacked California Governor Newsom for his "arbitrary" COVID guidelines that will keep Disneyland "shuttered for the foreseeable future", after the state announced further delays to reopening large theme parks Tuesday.

Chau said, "I think for a large county like us, especially a county with institution of higher education where folks [are] coming in from outside the county and outside the state, I think it's going to be very hard to achieve the yellow tier". They are only allowed to open outdoor attractions, and ticket sales are limited to visitors in the same county.

Under the rules, large parks like Disneyland face more stringent requirements than smaller ones, and won't be able to open for at least several more weeks.

Smaller parks will have better luck here, but for now, it looks like Disneyland and Univeral won't be reopening anytime soon.

"If you were to add teenagers in the mix - these are oftentimes young people who may be out socializing - individuals between the ages of 12 and 50 account for fully 68%", she said.

Newsom said on October 8 that there were "disagreements" on how to reopen big theme parks in California, and that it was unlikely they would reopen "in the immediate term."
