Ontario is moving the COVID-19 hot spots of Toronto and neighbouring Peel Region into lockdown in an effort to bring surging infections under control.

The lockdown will last at least 28 days.

"We have some hard but necessary decisions to make", Ford said Thursday.

Retail stores are limited to curbside pickup and deliver, except for essential businesses like grocery stores, pharmacies, hardware stores, and beer and wine stores.

Ford also said that dental clinics, which were closed during the first lockdown, can remain open at this time.

Schools and child care centres will remain open.

The Ford government is also prohibiting all organized gatherings and social events indoors "except with members of the same household".

Restaurants, bars, and food and drink establishments will only be able to provide takeout, drive-through and delivery.

"As we've seen around the world lockdowns are hard, but necessary steps to prevent COVID-19 outbreaks and bend the curve in the number of new cases", she said.

One new case was reported in the Leeds, Grenville and Lanark District Health Unit Region.

The province says 103 of its 626 long-term care homes are experiencing an outbreak.

The province says a total of 84,716 cases have been resolved, and 3,451 deaths have been recorded overall. Everyone has a role to play to protect each other. Toronto and Peel's medical officers of health - Dr. Eileen de Villa and Lawrence Loh - later modified its health and safety measures, enforcing strict restrictions of their own.

CTV News Toronto has confirmed that the province will be doubling the funding available for businesses struggling amid the pandemic to $600 million.

"In certain parts of the province, it's spreading at an alarming rate in the community".

In long-term care homes, 619 residents now have COVID-19 and 15 new deaths have been reported Thursday.
