The Liberal government of Prime Minister Justin Trudeau has promised to plant two billion trees. Industry groups broadly supported the bill, but said more details on actual emissions reductions are needed.

It will also be more than a decade before that first assessment is due, with no plans to set any new targets before 2030.

If future governments fail to meet the targets outlined in the plan, they will be required to justify what hindered their achievement and detail how to reverse the trend, although no legally binding sanctions are to be enforced as the proposal now stands.

Marshall criticized the plan for not legislating the "most important" target in 2025, and instead beginning in 2030.

"The climate accountability legislation introduced today unfortunately has major deficiencies that will, at best, hold future federal governments accountable for Canada's climate commitments", he said in a written statement.

"Given that Canada has missed every climate target in the past 20 years, strong accountability legislation is a necessary tool for breaking this pattern and tackling the climate emergency head-on".

The reporting requirements are the transparency measure contained for the bill and the accountability measure is that the government would have to admit if it does not hit any of the five-year targets, explain why and what it will do to fix it. A previous version also said the proposed climate legislation is Bill C-15. She said the bill promises to set targets but has nothing to actually meet them and no real teeth. But we need to continue to show that we are serious about meeting the future demands of global markets and that we understand the risks of a warming climate.
