Melbourne-Stay-at-home orders will be lifted for six million Australians in the state of Victoria Wednesday after a successful five-day lockdown, allowing businesses to reopen and some spectators to return to the Australian Open tennis tournament.
"We are well-placed to be able to make changes tomorrow night".
The five-day stay-at-home order now appears to have contained the outbreak, which centred on a hotel near Melbourne airport, to 19 people.
South Australia dropped its border restrictions with regional Victoria from 12.01 on Thursday morning but restrictions on Greater Melbourne will remain in place. Andrews said meetings would be held later Wednesday to determine "a safe number" of attendees for the event.
The state of Victoria recently saw a cluster of 19 cases emerge after a person working at a Melbourne hotel housing quarantined cases unknowingly caught the United Kingdom variant of the virus and carried it into the community.
The Northern Territory revoked its COVID-19 hotspot declaration for Greater Melbourne from 6pm ACDT on Wednesday, which means travellers arriving from Victoria will no longer have to undertake 14-days' mandatory supervised quarantine. "We're going to finish up with people being able to move freely because this short and sharp circuit-breaker lockdown has worked".
"I think that is the biggest single day of testing we've done throughout the pandemic", Premier Daniel Andrews said.
"This strategy is working", Andrews told reporters.

Venues like gyms, pools, community centres, libraries, cinemas, amusement parks and nightclubs will also be allowed to reopen.
As a result of the conclusion of the lockdown, the five-kilometre limit for leaving home will be abolished.
Thirteen guests at the hotel have tested positive for COVID-19 and 18 are symptomatic.
"We have really nervous residents who don't want their privacy displayed on the news", she said.
"They have been given PPE and have it on".
Nearly 24,000 people were tested for the virus on Monday.
Prior to the outbreak, Victoria - Australia's second most populous state - had not seen a local infection for 28 days.
