More than two million people in Brisbane were ordered into a three-day lockdown Monday after a cluster of coronavirus cases was detected in Australia's third-biggest city.

Earlier, Prime Minister Scott Morrison said Queensland needed to be measured and proportionate in its response to new coronavirus cases.

Queensland's Chief Health Officer Jeannette Young said it was not known how the man contracted the disease and that genomic sequencing was being conducted to determine the source.

Health officials are yet to determine how the virus leaked into the community, but say it is potentially linked to a hospital doctor who was infectious two weeks ago.

"We believe [today's case] is probably the person responsible for transmitting the infection to [the first case]", Chief Health Officer Dr Jeannette Young told reporters.

"Most of the venues we know of so far are not required to check-in customers, meaning we are relying on people to examine the exposure sites and come forward if they have been there during the times stated".

The places include bars, breweries and shops, including a large Westfield and an inner city grocery store.

It comes as Premier Annastacia Palaszczuk refused to rule out further COVID-19 lockdowns in the lead-up to the Easter weekend, leaving the tourism and hospitality industries on edge.

NSW Health is contacting more than 20,000 travellers who have arrived in the state from Queensland between March 20 and 26.

On Monday, the number of Covid-19 patients in German ICUs rose to 3,136, the highest in more than a month. Mrs Merkel said the plan was a "mistake", adding that she took responsibility for the U-turn.

That means another snap lockdown isn't happening, at least not right now, unlike the last outbreak in Brisbane earlier this year.

"This guy is perfectly well, fully recovered and was picked up through our contact tracing process", Dr Young said.

"Very late last night I was notified of another case who happens to be a nurse working in the COVID ward", she said.

"That's what we need and that's what we're rebuilding at the moment".

"There are strong bookings across the state and we believe it will be just what the industry needs". However, she cautioned, the situation could change and another lockdown could be on the cards if things go wrong.

Health authorities are scrambling to protect Brisbane from a COVID crisis after an infected man in his 20s hosted a house party while awaiting test results. Police do not suspect any rules were broken.

Queensland Deputy Commissioner Steve Gollschewski added no breach had occurred, and told the media and the public to "tone down your language" about the incident. He indicated the majority of people present were housemates.

"It is extremely unfortunate", she said. "Now whether the health officials misunderstood what he said, [I don't know], I wasn't there".
